METHOD AND DEVICE FOR ENCODING/DECODING DATA AND ENCODING DATA RECORDING MEDIUM

PURPOSE: To specially reproduce MPEG video data with simple constitution. CONSTITUTION: PSM data are detected from MPEG stream data read from a pickup 2 in a PSM detection circuit 40 and sent to a control circuit 6. The control circuit 6 controls the pickup 2 so as to selectively read stream data to a second P picture appearing after an I picture from the PSM data at the time of special reproduction. Video data in the read stream data are demultiplexed in a demultiplexer and control is performed so as to decode only the I picture and the P picture by a picture header detector 34 further. Decoded picture data are written in a frame memory bank 16, read in a display order and displayed on a display 18.
