PURPOSE: A method for preventing excessive exfoliation of scale of the edge part of slab by skipping widthwise rolling before first thickness rough rolling and obtaining hot rolled ferritic stainless steel sheet without sliver defects by controlling maintenance time before rough rolling, thereby forming dense scale is provided. CONSTITUTION: In a hot rolled ferrite stainless steel sheet manufacturing method in which a ferrite stainless steel slab containing 16.00 to 18.00 wt.% of Cr is heated in a heating furnace, the extracted slab is rough rolled after extracting the heated slab from the heating furnace, and the rough rolled slab is finish rolled, the method for manufacturing hot rolled ferrite stainless steel sheet comprises the processes of uniformly removing scale on upper and lower surfaces of the slab using high pressure water after extracting the slab heated in the heating furnace from the heating furnace; maintaining the scale removed slab so that micro-scale having thickness of 2.5 micrometers or more is formed, and temperature of the slab is maintained to 1,100 deg.C or more by latent heat; performing rough rolling on the slab; and performing finish rolling on the rough rolled slab.
