PURPOSE: An apparatus and a method are provided to reduce tension control time and eventually solve problems of quality of rolled strip, particularly width defect of the front part of the strip by rapidly changing PID control gains of looper, thereby improving response of looper in the front part of strip in finish hot rolling. CONSTITUTION: The apparatus comprises metal in discrimination unit(11) for discriminating whether rolled strip(2) is advanced into a stand No. I+1 or not; SCC (supervisory control computer)(10) for impressing set values such as looper angle and regression parameter; data collection unit(12) for collecting actually measured data such as roll force and looper angle; angle deviation and time change rate operation unit(13) for operating deviation of looper angle and time change rate of deviation using the data such as looper angle; a fuzzification operation unit(14) for operating the deviation of looper angle and time change rate of deviation into fuzzy variables respectively; defuzzification operation unit(15) for performing defuzzification from individual fuzzy variables abstracted from the fuzzy variables for the deviation of looper angle and time change rate of deviation; control parameter operation unit(16) for obtaining control parameters of looper controller; PID control gain operation unit(17) for operating PID controller gains of the looper; and rolled strip quality control unit for outputting PID control gains to looper PLC(18) from the PID control gain operation unit.
