PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing a long fiber reinforced thermoplastic resin strand (hereinbelow referred to as a strand) excellent in continuous operability, capable of continuously manufacturing the strand over a long time, and a strand manufacturing method. SOLUTION: In the strand manufacturing apparatus (1), the roller crossing the running track of a reinforcing fiber bundle to come into contact with the fiber bundle is arranged in a resin bath container and constituted of a shaft and a pipe and the pipe is supported around the shaft in a freely rotatable manner. In the strand manufacturing apparatus (2), a through-hole is provided to the pipe. In the strand manufacturing apparatus (3), a means for twisting the strand in the same direction as the twist due to a twisting machine for twisting the strand and holding the twist due to the twisting machine is provided between the twisting machine and a cutter for cutting the strand.
