PROBLEM TO BE SOLVED: To provide a method for forming a primer layer, enabling lining treatment realizing a good coating film and good adhesion strength even on the surface of a moist and hardly handleable exisisting asphalt foundation without removing asphalt. SOLUTION: In the method for forming the primer layer on asphalt, a solventless two-component polyurethane resin containing resin component (A), a curing agent component (B) and silica sand is prepared in a process (a) and the mixture of the process (a) is applied to asphalt before curing in a process (b).
