PROBLEM TO BE SOLVED: To immediately inform in case of count anomaly in pulse signal generated by a pulse encoder. SOLUTION: The pulse encoder 2 generates A-phase signal SA, B-phase signal SB and Z-phase signal SZ. Pulse numbers of the A-phase signal SA and B-phase signal SB are counted with an integrating counter 22, the count output value (k) is held in a memory 24 at every time Z-phase signal SZ is generated and simultaneously the integrating counter 22 is cleared. From the difference between the output value (m) of the memory 24 and one rotation pulse number (n) of a preset pulse encoder 2, a count error value (q) is operated to output a count error signal SQ. By comparing the absolute value (s) of the count error value (q) and a preset tolerance value (p), when the absolute value (s) exceeds the tolerance value (p), anomaly signal (t) is output.
