<P>PROBLEM TO BE SOLVED: To provide an image forming device having a toner concentration controller that appropriately controls the concentration of toner in two- component developer. <P>SOLUTION: Due to the repetition of an image forming operation, for example, charging carrier used for magnetic brush charging sticks to an image carrier and, as a result, it is mixed into a developing unit and accumulated therein.
