PROBLEM TO BE SOLVED: To provide a floor structure and a floor backing panel using the light weight floor structure capable of reducing a floor impulsive-sound level. SOLUTION: In the floor backing panels 40, regions on supporting boards 33 for vibration-proof supporting legs 30 are formed in a solid, and a plurality of cavities 41 extended in the floor-face parallel direction are formed in other regions. Accordingly, since vibration energy being propagated from the impulsive points of the floor backing panels 40 is reflected by boundaries among cavity forming regions and solid regions and repeatedly passes in the cavity forming regions, vibration energy is damped in a short time, and vibration energy and sound energy transmitted in a slab 20 can be reduced.
