<P>PROBLEM TO BE SOLVED: To detect and warn a two-wheeled vehicle illegally-parked in a monitoring area. <P>SOLUTION: A camera 1 takes photographs of the predetermined monitoring area. A detection processing part 14 analyzes and recognizes images sent from the camera 1. The detection processing 14 acquires a series of images by frame from the camera 1 which monitors the predetermined monitoring area and recognizes specified images specified as one cluster on the frame as an object for monitoring by comparing the specified images between frames, and detects that the specified images are separated into a multiple of individual images on the image to detect an illegally-parked two-wheeled vehicle. The recognition and detection results of the detection processing part is supplied to a control part 13.
