PROBLEM TO BE SOLVED: To provide a soil improving chemical which is a sodium silicate aqueous solution (component A) obtained by adding and mixing a polyhydroxy compound thereto and excels in uniform dispersion stability, and a soil improving technique using this soil improving chemical. SOLUTION: The soil improving chemical is a sodium silicate aqueous solution (component A) which is obtained by adding and mixing a polyhydroxy compound thereto, and foams to cure by reacting with an isocyanate compound (component B).
