PROBLEM TO BE SOLVED: To encode images, especially the images to which a dither processing is executed, at higher compressibility, to shorten the time required for encoding, to reduce the calculation amount at the time of decoding encoded data and to reduce the circuit scale required for decoding in the case of performing decoding by hardware. SOLUTION: A predicted value for a pixel of an encoding object is obtained by using pixel values of a pixel group near the pixel (S63) and the pixel of the encoding object is encoded to a command corresponding to a difference between the pixel value of the pixel and the predicted value (S72, S73 and S75).
