PROBLEM TO BE SOLVED: To provide an image information converting apparatus that enhances a coding efficiency of image information compression so as to prevent deterioration in the image quality.

SOLUTION: The image information converting apparatus 1 configured to decide a coding mode by motion prediction and motion compensation and to apply discrete cosine transform (DCT) and quantization to image information comprising a differential unit 12, a DCT circuit 14, quantization circuit 15, a motion compensation circuit 24 and a motion prediction circuit 25, uses information of luminance (Y) and information of color difference signals (Cb, Cr) to select an optimum prediction coding mode.
