PROBLEM TO BE SOLVED: To provide a VEGF formation promoting agent effectively applicable especially to a wound healing agent, hair growing agent, a hair tonic and a skin care preparation having skin color improving effect and suitable for the external application to the skin to develop a vascularization inducing effect at the wounded part or around the hair follicle. SOLUTION: The VEGF formation promoting agent effectively applicable especially to a wound healing agent, hair growing agent, a hair tonic and a skin care preparation having skin color improving effect is produced by formulating one or more compounds selected from a 2-cyclopentenone derivative having a specific structure, a cyclopentanone derivative and a lactone as active components.
