PROBLEM TO BE SOLVED: To provide a cutoff block which has high cutoff performance, and facilitates construction of a cutoff structure for an underground structure and quality control of the cutoff structure, and to provide the cutoff structure for the underground structure, using the cutoff blocks. SOLUTION: The cutoff blocks 1 cover the entire peripheral surface of a concrete skeleton 9, and they are arranged such that an outer wall surface 9a of each concrete skeleton 9 makes surface contact with a plate 3 of each cutoff block 1. When the cutoff blocks 1 are arranged along corner portions of the concrete skeleton 9, in order to eliminate formation of gaps at the corner portions and in order to connect both core members 2 together and the plates 3 together, notches 3b are formed in the plates 3 of the respective cutoff blocks 1 at suitable necessary locations. Further, a peripheral surface of the cutoff blocks 1 covering the entire peripheral surface of the concrete skeleton 9, is further covered with the cutoff blocks 1 arranged thereon, and in this manner the cutoff blocks 1 cover the periphery of the concrete skeleton 9 in four layers, to thereby form the cutoff structure 4.
