PROBLEM TO BE SOLVED: To provide a belt package having required tensile strength and excellent folding resistance/cutting resistance, and a pneumatic tire enabling inexpensive improvement of durability. SOLUTION: This belt package is prepared by making element wire tensile strength of steel cords/steel filaments of a belt layer to be an outermost layer located on a tread side smaller than that of steel cords/steel filaments of a belt layer located at the inside by one layer of the belt layer to be the outermost layer by more than 5%.
