PROBLEM TO BE SOLVED: To efficiently and accurately carry out initial phase matching of a grinding tool with a work by a simple process and composition. SOLUTION: The initial phase matching device is provided with a servo gain setting part 90 setting a servo gain of a work axis 50, a correction pulse adding part 92 adding a correction pulse to an output of a work axis encoder 52 detecting a rotation angle of the work axis 50, an accumulated pulse setting part 94 setting a reference value of accumulated pulses, and a contact position detecting part 96 acquiring contact position data of the work axis 50 when tooth flanks 82R and 82L of the work W and a grinding face 84 of the grinding tool 60 contact and the accumulated pulses increase and reach the reference value.
