PURPOSE: Provided are an emerged plant mattress and making method thereof, thereby preventing the loss of emerged plants caused by a flowing stream and allowing the emerged plants to grow around river side. CONSTITUTION: An emerged plant mattress is characterized by comprising a net structure made of fiber; culture soil which is filled into the net structure; and emerged plants which are planted in the culture soil and of which roots bind to the net structure.
