PURPOSE: Provided is a manufacture method of a cow feed by using by-products generated during the manufacture of food products. Therefore, the cow feed contains abundant nutrients and has reasonable price. CONSTITUTION: A manufacture method of a cow feed is characterized by the steps of: mixing 610kg of soybean dregs, 20kg of crumbs of instant noodle and bread, 30kg of bran of rice and barley, 30kg of saw dust, 30kg of herbal medicine dregs, 8kg of sesame dregs, 2kg of brown sugar, 2kg of salt, 18kg of vitamin, 50kg of compound feed, and 10kg of fermenting agent; and fermenting the mixture thereof in a fermenter of 65 deg.C for 6 hours.
