<P>PROBLEM TO BE SOLVED: To control a data rate of a divided section unit of a stream, a target transmission rate set up, based on the data rate, and a transmission rate corresponding to the target one; to correct the fluctuation of the transmission data due to delays of the divided sections; to eliminate the user or saving of useless bands of a network to effectively use resources; and to lessen the number of communication protocols for processing. <P>SOLUTION: The stream transmitter comprises a means for detecting the data rate of all or partial sections of the stream, means for setting a target transmission rate exceeding the data rate by a specified value, means for describing the target transmission rate in packets, means for measuring the actual transmission rate, and means for adjusting to bring the transmission rate to the target one, etc. The relay apparatus has means for detecting the target transmission rate described in the packets, for measuring the actual transmission rate, and for adjusting to bring the transmission rate to the target one. <P>COPYRIGHT: (C)2003,JPO |
