PROBLEM TO BE SOLVED: To provide a developing device, a process cartridge and an image forming apparatus capable of preventing a 1st light transmitting window from being covered with toner dispersed near the area of the 1st light transmitting window and accurately detecting the residual amount of the toner. SOLUTION: As for the constitution of the developing device 4, the process cartridge 7 and the image forming apparatus, the image forming apparatus has a developer container 25 in which a developer is stored, the 1st light transmitting window 26a provided on the downward side of the container 25, a 2nd light transmitting window 26b provided on the upward side of the container 25, and a 1st stirring member 28a stirring the developer in the container 25, is constituted so that the residual amount of the developer in the container 25 is detected by a light transmission system in the case of rotating the stirring blade 79a of the member 28a, and is equipped with a partition member 81 dividing the area of the window 26a from other area in the longitudinal direction of the container 25.
