PROBLEM TO BE SOLVED: To provide an air conditioning damper which improves recyclability or sealing property. SOLUTION: Seal members 34 and 34 provided along the peripheral part of a sheet-like damper member 32 are molded by injection foaming molding technique, and formed of an outer skin layer 44 solidified in a foaming arresting state and extended to the circumferential edge parts of the seal member 34 and 34, and of an inner foamed layer 46 solidified and extended in a foamed state on the inside of the outer skin layer 44. Since the inner foamed layer 46 is elastically deformable in a crushed shape, and the outer skin layer 44 is elastically deformable in a recessed shape, such a seal member 34 closely abuts on the opening edge 15a of an air inflow port 26 in an air passage 14 with proper elastic deformation to form a suitable seal state.
