PROBLEM TO BE SOLVED: To increase judgment conditions for improving the recognition rate of similar characters by making conversion to a character concerned when being in a conversion candidate based on the position information of a reference line and a rectangle and information on the rectangle for composing one character on similar characters to be recognized regarding a similar character- recognizing program and a character-recognizing method for recognizing characters based on images that are read from characters to be recognized. SOLUTION: The similar character-recognizing program and the similar character-recognizing method are allowed to function by a computer as a means for recognizing characters based on images read from the characters to be recognized and for generating candidates, a means for judging the image to be a character (j) when a character image to be recognized that is read is below the reference line and the character (j) is included in the candidate, and a means for separating character images corresponding to one character to be recognized that is read into at least two and for judging that the image is a character (i) when the character (i) is included in the candidate.
