<P>PROBLEM TO BE SOLVED: To make it possible to use content without storing information on a license and the content in a terminal. <P>SOLUTION: An intermediate server 3 manages identification information on content purchased through the terminal 1 as license information. The intermediate server 3, if identification information on the content for which the terminal 1 has requested to use is not included in the license information, for instance, performs billing processing for the purchase of the content so as to acquire the content from a server 5, and provides the terminal 1 with the content.
