PROBLEM TO BE SOLVED: To provide a tool and a tool holder which can reduce load to a machine tool in machining with a machine tool such as a machining center. SOLUTION: The tool has a mounting member 62 to be mounted to a main spindle 46 of the machine tool, a cutting tool 100 as a machining tool to machine a work, an air motor 80 to rotate the cutting tool 100, an elliptical gear 150, a first crown gear 140 to be fixed to the mounting member 62, and a second crown gear 180 to be fixed to a holding member 70 to hold the cutting tool 100, the cutting tool 100 is moved reciprocatingly with a prescribed stroke by constituting a gear mechanism which transmits torque of the mounting member 64 to the holding member 70 by the elliptical gear 150.
