PROBLEM TO BE SOLVED: To continuously execute data communication while blocking intrusion from the outside or communication jamming. SOLUTION: A communication control part 22 checks communication protocols after decoding the data received from a ground station 10 and when the received data are not based on the protocols, judges that the communication is jammed from the outside. An intrusion and jamming detection signal transmitting part 24 transmits an intrusion and jamming detection signal to the ground station 10 according to judgment. When the intrusion and jamming detection signal is received, a central control part 15 generates change instruction information to a communication protocol selected via an operation part 18 by an operator, transmits the information to a satellite 1 via a transmitting/receiving part 31 and after that, changes a communication protocol which has been used by the transmitting/receiving part 31 to the selected communication protocol. The satellite 1 continuously performs the radio communication with the ground station 10 with the changed communication protocol by changing the communication protocol based on the transmitted change instruction information on the side of the satellite 1. |
