PROBLEM TO BE SOLVED: To keep the environment in which fish and aquatic animals and plants can live by preventing draught water flow and riverbed water in a season when water is reduced. SOLUTION: An impervious sheet 2 is laid above at least a bottom face 11 of a revetment structure from a bottom part 31 of a river over a face of slope part 32 so as to hold a water level, a suction prevention sheet 4 for reducing earth pressure from a face of slope part 3 side and preventing flowing-out of sediment is laid on the face of slope part 32 above the impervious sheet 2, and weir 5 is provided above the bottom face 11 so as to hold a water level.
