PROBLEM TO BE SOLVED: To enable distribution of loads on all mobile stations performing communications by switching a mobile station (clock master) emitting a radio wave for synchronization at a prescribed timing in performing communications between mobile stations. SOLUTION: The clock master, when satisfying conditions of clock master switching request transmission such as degradation in performance of its own station as the clock master (S51), makes a switching request to a mobile station in a slave mode (S52). In response to this request, a mobile station in a slave mode which satisfies the conditions of clock master switching response transmission e.g. has the maximum performance as clock master responds (S56, S57). In this way, the present clock master becomes a mobile station in a slave mode (S54), and the mobile station in a slave mode becomes a new clock master (S58).
