PURPOSE: A device and method for boring a pipeline is provided to remove a corroded section of the pipeline, remove a solidified material accumulated on the inner wall of the pipeline and a connecting pipe protruded inward the pipeline, and remove steps formed between pipes. CONSTITUTION: A device for boring a pipeline has a cutting member(20) rotatably installed by a driving member; a transfer device(40) for transferring the cutting member in the longitudinal direction of the pipeline at predetermined regular time intervals; and a water injection member(70) installed to the rotational center of the cutting member to suddenly inject water supplied through a water spray line(71) to the inner wall of the pipeline in the oblique direction, to cool the contact part of the cutting member and the pipeline, with water jetted by predetermined pressure and at the moment to discharge chips produced during working to the outside. The device for boring the pipeline includes a photographing member(80) installed to the transfer device to reciprocate or rotate by an actuator, to photograph the inner peripheral surface of the pipeline. Corroded layers and steps of the inner wall of the pipeline are removed by boring the whole of the pipeline.
