PROBLEM TO BE SOLVED: To secure visibility from outside to inside and to remove static electricity. SOLUTION: In a ball dispenser 1, static electricity generated by contacting with or releasing from first and second cases 2 and 3 and a sprocket 6 composed of a material different from that of metallic balls flows and is discharged successively from conductive coating films 4 and 5 of the first and second cases 2 and 3 through a conductive synthetic resin made device base 12 and a metallic hinge to a metallic rear plate having comparatively large capacitance. On the other hand, since the fist and second cases 2 and 3 are made of a synthetic resin having visibility and the conductive coating films 4 and 5 are translucent, the motion of the sprocket 6 inside the first and second cases 2 and 3 can be confirmed.
