PROBLEM TO BE SOLVED: To solve the problem that labor and time are taken for manufacturing a shaft type cleaning tool. SOLUTION: The method for manufacturing the shaft type cleaning tool in which the end of a shaft tip is covered with a bag made of ultra fine fibers, comprises carrying the shaft with the bag the bottom of which is covered with a heat shrinkable tube by a carrying tool, shrinking the tube with heat during carrying to fix the bottom of the bag to the shaft, thereafter rotating the bag and the shaft relatively in opposite directions and imparting a twisting property to the bag. The equipment for manufacturing the shaft type cleaning tool is provided with the carrying tool capable of carrying the shaft with the bag by setting it one by one, a hot air bowing tool for blowing hot air to the tube during carrying the shaft by the carrying tool to shrink the tube to fix the bottom of the bag to the shaft, a clamp for holding the outside of the bag of the shaft with the bag, and a twisting rotator which twists the held bag by rotating a side opposite to the bag of the shaft with the bag.
