PROBLEM TO BE SOLVED: To provide a service equivalent to a conventional line switching service at a low cost by using a packet switching network of the Internet or an intranet so as to convert a message effectively to deliver information into IP packet data. SOLUTION: After a conventional channel section 11 receives call control information from a general telephone set 5 or a PSTN 8 to a packet network, a switch control section 12 transmits the information to an IP call control section 14, which converts the information into call control data in compliance with data used for the packet network, the converted data are sent to a line concentrator 2. After the conventional channel section 11 receives analog voice data from the general phone 5 or the PSTN 8 to the packet network, the switch control section 12 transmits the data to a voice conversion section 13, which converts the data into packet voiced data in compliance with data used for the packet network, and the converted data are sent to the line concentrator 2.
