PROBLEM TO BE SOLVED: To provide an IC card creating device and IC card creating method, capable of issuing a radio IC card without waste of time. SOLUTION: This radio IC card creating device has a printing means for printing desired issue information on the radio IC card, a transfer means for transferring ultraviolet curing resin on the printed IC card, an irradiating means for applying ultraviolet rays to the ultraviolet curing resin transferred onto the IC card by the relative movement to the radio IC card, and a communicating means for communicating the data recorded on the IC card in the radio IC card according to the irradiation of the ultraviolet rays of the irradiating means by radio. |
