PROBLEM TO BE SOLVED: To provide a photographing certificate system where a photographing device for recording a photographed image as digital data and a certificate device for detecting forgery of the image data are interconnected via a network, that reduces the risk of a key being inferred from analogy so as to enhance the reliability of a photo photographed in the system as a proof photo. SOLUTION: The certificate device 10 transmits a created common key and a key number to the photographing device 1 and stores them to a secondary storage device 14. Upon the receipt of image data, the photographing device 1 generates a first hash value by using the common key, transmits it to the certificate device 10 together with the key number and records the image data and the key number to a recording medium 7. The certificate device 10 stores the received first hash value and the received key number to the secondary storage device 14. Upon the receipt of image data and a key number externally, the certificate device 10 creates a second hash value by using the common key corresponding to the key number and compares the second hash value with the first hash value corresponding to the key number.
