PURPOSE: A method for distributing messages to an MTP(Message Transfer Part) user part of a No.7 signaling network is provided to manage a message distribution information cache for the MTP user part, and to decide MTP user part instances for distribution of signaling messages by using an SLS(Signaling Link Selection) included in the signaling messages and the number of available MTP user part instances, so as to quickly search the available MTP user part and uniformly distribute the signaling messages to the available MTP user part instances. CONSTITUTION: If an MTP of a local station receives signaling messages(S71), a message discriminator analyzes the received messages to check whether a destination of the signaling messages is the local station(S72). If not, the message discriminator delivers the signaling messages to a message routing part(S73). If the destination of the signaling messages is the location station, the message discriminator delivers the signaling messages to a message distributor(S74). The message distributor checks whether the signaling messages are for an MTP user part(S75). If not, the message distributor distributes the signaling messages to a corresponding signaling network manager(S76). If the signaling messages are for the MTP user part, the message distributor searches a message distribution information cache to check whether the number of available MTP user part instances is more than '1'(S77). If not, the message distributor delivers a user part unavailable signaling message to an MTP of a remote signaling point(S78), and if more than '1', the message distributor extracts an SLS from the signaling messages(S79), and decides an MTP user part for distributing the signaling messages(S80). And the message distributor distributes the signaling messages to the decided MTP user part(S81).
