PROBLEM TO BE SOLVED: To provide a highly reliable nonflammable capacitor whose failure rate is low by eliminating a non-impregnation part of high boiling fluorinated insulation liquid readily in a capacitor which is impregnated with high boiling fluorinated insulation liquid. SOLUTION: A nonflammable capacitor is formed by storing a plurality of capacitor elements in aggregation, whereon an electrode conductor and a plastic film dielectric are laminated alternately and wound, in a container filled with high boiling fluorinated insulation liquid. Fluorinated liquid having a functional group as an additive at a terminal of polymer molecule is mixed to the high boiling fluorinated insulation liquid, and high boiling fluorinated insulation liquid is chemically absorbed to the plastic film surface of a capacitor.
