PURPOSE: Provided is a recovering system for soil and underground water through the elimination of tainted materials which extracts or bio-decomposes the tainted materials scattered in underground without being affected by height so that it reduces time in recovering soil and underground water. CONSTITUTION: The recovering system for soil and underground water through the elimination of the tainted materials comprises the parts of: a screen well member(20) which is placed in underground area in multiple to form a slit pattern at each member; plural pipes for extraction and injection which are placed inside the screen well member to extract the tainted materials and inject air or a biologic/chemical agent to the underground to decompose the tainted materials biologically; an extraction passage(34) which is selectively connected to the pipe to extract the tainted materials from the pipe; an injection passage(35) which is selectively connected to the pipe to supply air or the biological/chemical agent to the pipe; and a relay tool(80) which selectively opens or closes the extraction passage and the injection passage.
