PROBLEM TO BE SOLVED: To obtain a high sensitivity, and simplify the insulation structure of conductor patterns, FETs, and terminals by shielding transmission to a pyroelectric element side of infrared rays as a disturbance light emitted to a base by a light shielding portion. SOLUTION: Since the light shielding portion 18 is formed inside the base 14 made of insulating material, transmission to the pyroelectric element 12 side of infrared rays emitted to the external surface 14b of the base 14 can be blocked. Since the base 14 is made of the insulating material, conductor pattern 34 can be formed on the internal surface 14a of the base 14 directly, and an FET 40, etc., can be mounted on this internal surface 14a directly. Besides, insulation of terminals 28, 30 can be performed with this base 14.
