PROBLEM TO BE SOLVED: To provide a small-sized titanium electrolytic capacitor having large capacity and small leakage current through a method of forming a stable compound titanium oxide coating film having large dielectric constant on the surface of titanium. SOLUTION: The coating film of the compound titanium oxide containing titanium and at least one kind of a metallic ion selected from lithium, magnesium, calcium, strontium, barium and lanthanum is formed on the surface of a metal titanium base by treating the metal titanium base body with an aqueous solution of alkali metal hydroxide and after that, treating with an aqueous solution containing at least one kind of the metallic ion selected from lithium, magnesium, calcium, strontium, barium and lanthanum.
