PROBLEM TO BE SOLVED: To provide an antimicrobial algicidal agent composition whose active ingredients are hardly decomposed by the adverse effects of UV light and copper ion, when left, stored or used outdoors or the like, to provide a method for killing microbes and algae in a water system, and to provide a method for producing an antimicrobial algicidal agent composition. SOLUTION: This antimicrobial algicidal agent composition is characterized by containing a chlorine-based oxidizing agent and sulfamic acid or its salt and having a pH value of >=13. The antimicrobial algicidal agent composition is characterized by containing a chlorine-based oxidizing agent, an azole-based compound, and sulfamic acid or its salt. The method for killing the microbes and the algae in the water system is characterized by adding a chlorine-based oxidizing agent, an azole-based compound, and sulfamic acid or its salt to the water system. And, the method for producing the antimicrobial algicidal agent composition is characterized by preparing an aqueous solution containing at least the sulfamic acid or its salt and a pH-adjusting agent and then adding the chlorine-based oxidizing agent to the aqueous solution.
