PROBLEM TO BE SOLVED: To provide an electrifying roller with which an image having both an excellent uniform property and an excellent leak property is obtained. SOLUTION: In the electrifying roller provided with a conductive elastic body layer on the outside periphery of a core bar and also one or two conductive resin layers on an outside periphery thereof, when the resistance R1 (Ω) of the electrifying roller measured by applying the voltage V (V) of 10-500 V is shown by R1 =A×V-B in which V means applied voltage, 10<4> <A<10<9> and also 0<B<1.0 are satisfied.
