PROBLEM TO BE SOLVED: To make the ruggedness of the surface of a pixel electrode which functions as a reflection plate have an appropriate shape. SOLUTION: When a protective film consisting of an organic material is formed on the surface on a liquid crystal side of one substrate of substrates disposed opposite to each other via a liquid crystal and the reflection film is formed on the upper surface of the protective film, after the protective film is formed, at least the upper surface thereof is immersed in a solution containing a surfactant to form the ruggedness.
