PROBLEM TO BE SOLVED: To provide a floor heating panel to be hardly damaged and easily executable. SOLUTION: In this floor heating panel 10, heat insulating materials are adhered to the bottoms of box members (dish type plastic container) at four corners, pipes 13 for circulating hot water are laid on the heat insulating materials, and mortar is placed from the above. Nuts 11 and holes 12 passing through the four corners of the panel 10 are provided. Since the bottom surfaces and side surfaces of the panel 10 are covered with the box members, strength of the panel 10 is increased, the surface of the soft heat insulating material is protected and the panel 10 is made difficult to be damaged. By providing the nuts 11 and the holes 12 at the four corners, a level of a floor surface and the panel 10 is easily taken with bolts, and the floor surface and the panel 10 is fixed by subsequently pouring adhesive into a gap between the floor surface and the panel 10 from the holes 12.
