PROBLEM TO BE SOLVED: To simply fix a bearing member in a housing without having bad effects on inner diameter size of the bearing member or outer diameter size of the housing so as to improve quality and reliability of products, shorten necessary time for assembling work, and improve work efficiency. SOLUTION: A seal member 5 fixed to an opening part 2a in the housing 2 is applied to the bearing member 3 in the housing 2 to regulate axial move. At an applied side end part of the bearing member 3 to the seal member 5, a regulating part 3x to regulate circumferential move of the bearing member 3 is formed. This regulating part 3x is composed of an inclination surface and plural irregularity parts formed at the applied side end part of the bearing member.
