PROBLEM TO BE SOLVED: To provide a method for producing an organic ammonium hydroxide from a fluorine-containing amine compound. SOLUTION: This method for producing the organic ammonium hydroxide of formula 2: [R<1> -Ar-CH2 N(R<3> )3 ]<+> -OH<-> (Ar is at least one fluoro- or fluoroalkyl- aryl; R<1> is an alkyl, or a halo- or hydroxy-alkyl; R<3> is independently a hydrogen atom, a hydrocarbon group or a hydrocarbon group substituted with a halogen group or a hydroxy group) comprises reacting a fluorine-containing amine compound of formula 3: R<1> -Ar-CH2 N(R<2> )2 (wherein, Ar is same as the one in formula 2; R<2> is independently H, an alkyl, or a halo- or hydroxy-alkyl) with a compound of formula 4: R<3> 2 SO4 (R<3> is same as the one in formula 2) to provide an organic ammonium sulfate of formula 1: [R<1> -Ar-CH2 N(R<3> )3 ]<+> -.R<3> SO4 <-> (Ar, R<1> and R<3> are same as the ones in formula 2 respectively), and further reacting the organic ammonium sulfate with a hydroxide/oxide of an alkaline earth metal.
