PURPOSE: A method for preparing a binder for an anti-fouling paint and an anti-fouling paint composition containing the binder prepared by the method are provided, to obtain a nontoxic binder for an anti-fouling paint applied to a fish net, the bottom of a ship, a marine construction and the intake pipe of a power plant. CONSTITUTION: The method comprises the steps of reacting a hydroxyl group-containing unsaturated monomer and a two-intramolecular isocyanate groups-containing compound, and reacting the obtained product with a hydroxyl-containing fluorine compound represented by HO(CH2)nCxFx+1 to prepare a fluorine-containing unsaturated monomer; and solution polymerizing the obtained fluorine-containing unsaturated monomer, a surface energy controlling unsaturated monomer represented by CH2=CA-C(=O)-O-(CH2)n-NR1-SO2-CxFx+1 and an already-known copolymerizable unsaturated monomer, wherein R1 is an alkyl group of C1-C4; A is CH3, H or a halogen atom; n is an integer of 2 or more and x is an integer of 3 or more.
