PROBLEM TO BE SOLVED: To sharply improve advertising effects by allowing a viewer to selectively view only interesting advertisements, and allowing an advertiser to output advertisements, by targeting on viewers who are interested in merchandise in advertisements on TV and radio. SOLUTION: An advertisement information storing (outputting) means 6 owned by a viewer is stored with the attributes of the viewer and advertisement information suitable for the attributes, and where an advertisement frame is present in a program which is being broadcast, the advertisements suitable of the attributes of the viewer stored in the advertisement information storing means 6 are broadcast from a TV 4 (or a radio) of the viewer synchronously with the frame.
