PROBLEM TO BE SOLVED: To provide a noise generator which can easily vary a frequency characteristic by making it possible to optionally set the frequency band of noise to be outputted. SOLUTION: A phase setting part 3 sets phase information on a frequency component of a noise signal according to a random number generated by a random-number generator 2. A frequency characteristic arithmetic part 4 computes the frequency characteristic of the noise signal to be outputted according to the phase information set by the phase setting part 3 and frequency spectrum information An for limiting the band of the noise signal and converts the frequency characteristic into a complex random-number sequence of a frequency area. An inverse FFT part 5 performs inverse Fourier transformation for the arithmetic result of the frequency characteristic arithmetic part 4 and outputs the noise signal as a time waveform.
