PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor which is capable of attaining superior ESR properties by ensuring an electronic conducting patch between electrode foils, and suppress increase in current leakage by preventing defects of a dielectric oxide film on the surface of an anode foil. SOLUTION: A capacitor element is constituted of a pair of anode foil 1 and a cathode foil 2, being wound up with a piece of separator paper 3 interposed therebetween. The separator paper 3 is impregnated with a solution, containing borate ions to allow fibers 4 in the separator paper 3 to be thin by the oxidation of the boric acid and to form a large gap portion 5.
