A tape is wound around a roller (3) and the end is fixed into a slot (31). The roller has toothed ratchets at each end (32) and is supported in the base (1). Set into this is a pawl (11) that engages the ratchet teeth. A handle is moved (2) to index the ratchet wheels and so release a set amount of tape.
