PURPOSE: An elastic insulation sheet is provided to increase a tolerance accuracy by use of a thermoplastic rubber and an adhesive force through a thermal fusion with a polyethylene film. CONSTITUTION: An elastic insulation sheet(3) is used in an electric double layer condenser device, and is formed through a thermal fusion of a thermoplastic rubber and a thermoplastic film. The thermoplastic rubber is an olefin system rubber which contains aα-olefin system rubber of 60-70 weight%, an olefin resin of 30-40 weight%, and a paraffin system rubber of 5-100 weight%. The thermoplastic film is a polyethylene film.
